- NOC (No Objection Certificate) from the concerned department in case of government, semi-government or autonomous body employees.
- Foreign Passport along with its photocopy, (for Dual-Nationals only).
- In case of a Lost passport, bring a Lost passport Police report mentioning the previous passport number.
- For minors aged 10 and above must provide either an Original Updated Child Registration Certificate (CRC) containing (fingerprints and photograph) OR a Juvenile Card, along with one photocopy.
- For minors below 10 years of age must submit either an Original Child Registration Certificate (CRC / Form”B”) OR a Family Registration Certificate (FRC), along with one photocopy.
- Evidencing proof of prescribed passport fee payment, through Original Bank Paid Fee Challan (receipt) or e-Payment Confirmation Detail (Receipt/SMS/Email along with PSID No.)
- Original valid CNICs or Passports of both Parents along with photocopies. (Reference: Passport Rules 2021)
- A minor seeking a passport shall be accompanied by either of the parents or legal guardian, appointed by the court of law, alongwith the original valid CNICs/Passports of both parents or legal guardian, as the case may be.
- In case parents are separated/divorced, bring custody papers granted by the Court of Law.
- In case the parents of the minor are divorced or separated and the application for a passport is submitted by either of the parents, in respect of the minor. Explicit permission will be required for the issuance of a passport, in the shape of the other parent’s physical presence, or through his/her consent on duly attested non-judicial stamp paper. - In the case of a guardian, bring a guardianship certificate, issued by the court of law and the appointed Guardian will visit the Passport office personally with the minor, along with his/her original CNIC and its photocopy.
- Foreign Passport along with its photocopy, (for Dual Nationals only).
- In case either of the parent is deceased, his/her original Death Certificate along with a photocopy.
- In case of a Lost passport, bring a Lost passport Police report mentioning the previous passport number.

Under Passport & Visa Manual 2006, there is no restriction for renewal of passport before its expiry.
- Passport having full validity of 5/10 years can be issued to the applicants even if existing passport has not completed its validity.
- However, a statement mentioning the reason for obtaining a new passport before its expiry may be obtained from the applicant.
- The applicant may visit the relevant passport office along with required documents for renewal of his/her passport. The existing passport will be returned to the applicant after taking necessary action.
- The applicant can apply for a passport to modify his/her name, father name, date of birth etc.
- For it, he has to get his CNIC/NICOP revise/modify first. After getting it, he may visit the passport office along with the required documents.
- In case of doubt about the age of any applicant, the issuing authority may call documentary evidence such as birth certificate issued by municipalities or other local bodies, or matriculation certificate of recognized Universities or Boards.
In case of the loss of passport following formalities will be completed:
- Police report to be lodged with the concerned police station.
- Requisite fee as per nature of loss i.e. 1st time loss, 2nd time loss to be deposited in the Bank.
- In case the passport is lost, the Police Report mentioning previous lost passport number will be required.
- The lost Machine-readable Passport number can be acquired from the nearest Regional Passport Office by filing written application, if required, along with CNIC/NICOP copies or CRC (in case of minor).
- In case of 1st-time loss, the double fee would be charged for passport, on second-time loss, it shall be quadruple. For the Fee, schedule click here.
- If the applicant is living abroad and he has lost his passport third time and the Pakistan Mission abroad feels that the applicant is gainfully employed and applicant’s request needs consideration, the Pakistan Mission will refer the case to Directorate General Immigration and Passports for further orders.
The Regional Passport Offices in Pakistan will refer 3rd-time loss cases to the Directorate General of Immigration and Passports, Islamabad for seeking further advice/approval.
“Every Citizen of Pakistan may apply for Passport Services from any Passport Office irrespective of their address recorded in the Computerized National Identity Card (CNIC) / National Identity Card for Overseas Pakistanis (NICOP) / Child Registration Certificate (CRC).”
- The Officers/Officials of Government departments, Armed Forces, Autonomous Bodies/Corporations etc are required to submit No Objection Certificates (NOC) from their departments for issuance of passports.
- Members of the Armed Forces are required to be photographed in uniform for Official Passports. However, the requirement of a Picture in uniform for Ordinary Green Passports has been waived for Armed Forces Personnel.
- Minors below 15 years of age are not entitled for ten years validity passports thus five years validity passport would be issued to them.
- The applicants holding Dual Nationality should bring Foreign Passport in original and its photocopy and declare the same in his/her passport declaration form.
- A separate passport will be issued to each and every applicant irrespective of age. All sorts of endorsements, including names of children on parent’s passports are not allowed in the machine-readable passport.
- The passport will only be delivered to the applicant himself/herself or his/her blood relatives, on the given date. Passports to irrelevant persons would not be delivered.
- The Passport would be delivered after four working days in case of Urgent application and after ten working days in case of Normal application.
- Bringing of Arms or use of Camera and Mobile phone in Regional Passport Office is prohibited.
- Only Passport applicant should visit Regional Passport Office accompanies may stay outside to avoid overcrowding.
- For acquiring a Passport for the first time or for its renewal, modification etc. in Pakistan the applicant has to go through the process mentioned in Steps at Passport Office however applicants living abroad may renew their passport through the Online portal.
- The passport applicant can visit Pakistan Missions abroad for renewal, modification, lost, damaged, pages exhausted etc. categories.
Passport against damaged would be issued subject to submission of prescribed fee and production of required documents.
If you are a frequent traveler and pages on your passport are exhausted then you can apply for a fresh passport. You have the choice to choose 36 pages, 72 pages and 100 pages passport depending upon your requirement, however, you have to pay an extra fee for 72 pages passport and 100 pages passport. Passport Application Process
There are two types of Passport Application Process:

- The applicant will approach the customer service counter at Regional Passport Office.
- The applicant will be guided about the process flow of the System for applying for the passport.
- After having the requisite documents, the applicant will be guided to the Token Counter.

- The applicant will produce the original CNIC/Smart-Card/NICOP or Children Registration Certificate (CRC)/B-Form, in case of below 18 years of age, along with its copies and Bank Challan Form or e-Payment Confirmation Detail (SMS/Email along with PSID No.)
- Upon verification of fee payment, the Official will proceed with capturing of applicant’s data i.e. photograph, CNIC Number, amount of fee, application type etc.
- Token will be issued to the applicant.
- The applicant should check his details on token i.e. Application type, Priority type, CNIC/CRC number and amount of fee deposited.
- In case of any discrepancy, he should immediately report to an official at the token counter, otherwise, the applicant has to go through twice to all the subsequent stages.
- Recent passport-size photograph required
- White background preferred
- Clear facial features, no sunglasses
- Professional attire recommended
- The applicant after obtaining token will approach the Biometric Counter as soon as his token number appears at Biometric Capturing Counter.
- The official at the Counter will capture his right thumb, right index finger, Left Thumb and Left index finger impressions.
- Clean your fingers before scanning
- Press firmly but don’t move during scan
- Follow officer’s instructions carefully
- Multiple attempts may be needed for clear prints
- The applicant will move to the Data Entry Counters as soon as his token number appears on the Counter.
- The official will enter all the required data of the applicant while the data entry screen will also be visible to the Applicant.
- In case of any modification in data, the Applicant should guide the official accordingly. After the data entry is completed Data Entry Form will be printed by the operator and will be presented to the Applicant for completion of the Data Form.
- The applicant will verify all its contents by signing on the form.
- The form will be delivered to the section for further processing.

- The applicant will approach the ECL/BL Desk having Form.
- The verification against Exit Control List (ECL) and Black List (BL) will be carried out and official on the desk will affix clearance stamp on the data form after checking the record.
- The persons borne on ECL or BL, their passport process would be stopped here until its removal from such lists, as per rules/SOP.

- Finally, the applicant will appear before Assistant Director / Officer In-charge when his token number appears on the decision counter, along with all the relevant documents and Data Form.
- The Assistant Director / Officer In-charge will interview the applicant and satisfy himself with respect to the National Status/credibility of the applicant. Upon his satisfaction, he will allow “Go ahead” the case, otherwise he can ask for additional documents, if required he will refer the case to the Security Agency for determination of National Status of the applicant as citizen of Pakistan.
- The Assistant Director will defer the case of Applicant below 18 years of age and will hand over the printed form to the applicant for attestation of his data form, from a Government Gazetted officer.
- The attester will have to write his/her CNIC No./ Contact No. besides affixing official stamp on the form.
- On production of data form (duly attested) the deferred token of minor will be allowed go-ahead.
- After allowing go-ahead by Assistant Director, the applicant may leave the Passport Office, as the process is complete, by taking token generated at Step 2.
- In case the matter is deferred due to some additional documents or case referred to the Security Agency for determination of National Status by the Assistant Director/ Officer In-charge, the applicant may also leave the office, as the remaining process will be completed upon receipt of documents/clearance report from Security Agency. The applicant would be informed upon receipt of clearance report telephonically.

After successful completion of above stages:-
- The applicant will visit the Passport Delivery counter along with Original Token, on the given date for passport collection.
- The Passport will only be delivered to the applicant himself/herself or his/her blood relative.
- The applicant will also be intimated about the status of their passport via SMS service 9988 inside Pakistan, while the Email Rabita service will inform about the status of the passport to overseas Pakistanis, if they have given their correct Mobile No. / Email ID at the data entry stage.

Passport Types
The Passport Act 1974, Passport Rules 2021 & SRO No. 1139(1)/2023/Passport Amendment Rules, 2021 regulate the issuance of passports. Passports are issued in two major types:

Passport Policy
The Government of Pakistan issues passport to its bonafide citizens to facilitate their journey and provide them protection while travelling in foreign countries through the good offices of Pakistan Diplomatic Missions. Accordingly, the holder of a valid Pakistan passport, when in a foreign country, is entitled to the protection of diplomatic and consular representative of Pakistan in that country.
Passport is the only document that confirms the identity of the citizen abroad of the Republic of Pakistan, as well as, realizes his/her right to exit from the country and entry into the country.
